It also affords the frontage off a fuller tutelage of water. But it is not fairly open to the wind which it faces, being shut out from it by hills, the superior height of which is shown on the plan which accompanies the Report; & it would be still more shut out were houses allowed within a distance of it, as proposed by Mr Cleverly.
